Three days before the new law on the Promotion of Rural Revitalisation was adopted, on 26 April the Chinese Ministry of Agriculture and Rural Affairs published the “Opinion on Comprehensively Promoting the Construction of the Rule of Law in Agriculture and Rural Areas”.
Strengthening and implementing the rule of law not only in urban areas, but also on the countryside is seen as the basic precondition for implementing the strategy of rural revitalisation. Even though the opinion implements the decisions and deployments of the Party Central Committee and the State Council and hence, its General Secretary, Xi Jinping, it also reflects the Agricultural Ministry’s strategy how to increase compliance with legal regulations at township level and below.
The opinion states that until 2025, the general objective of Construction of the Rule of Law in Agriculture and Rural Areas will be completed regarding five aspects, including the legal system of agriculture and rural areas, the ability of agricultural law enforcement and supervision, the practical effectiveness of law in agriculture and rural areas, fully implementing the functions authorized by law and the govern ability of agricultural and rural government. Correspondingly, a series of measures like strengthening the legislation in key areas and strictly reviewing the legitimacy of normative documents etc, were put forward to guarantee the accomplishment of the construction.
Meanwhile, the “opinion” aims to comprehensively promote the construction of the rule of law in agriculture and rural areas through focuses on strengthening the legal guarantee for rural revitalization, supporting the priority development of agriculture and rural areas, improving the administrative ability by law, and deeply promoting rural governance. The central government plans to train high-quality personnel who understand both management of rural business and the rule of law, work for Agriculture and Rural Areas, and the effectiveness of the construction of the Rule of Law is an important criterion to assess the local government performance.
