In the 10th edition of DCZ TALKS, agricultural economist XIA Fang from China Agricultural University delivered a comprehensive review of China’s agricultural and rural modernization during the 14th Five-Year Plan period (2021–2025). The session, held on November 4, was moderated by Jürgen Ritter, Managing Director of the Sino-German Agricultural Centre (DCZ).
Prof. Xia examined key policy targets related to production capacity, greenhouse gas emission reduction, and environmental sustainability, drawing on official data and recent policy evaluations to present a clear picture of China’s progress and remaining challenges.
During her presentation, Prof. Xia introduced the 14th Five-Year Plan for Promoting Agricultural and Rural Modernization and outlined detailed goals for sub-sectors such as crop farming, animal husbandry, and fisheries. She also discussed subsequent policy documents released by key government agencies, including the National Development and Reform Commission and the Ministry of Agriculture and Rural Affairs.
Based on an indicator-based assessment, Prof. Xia noted that China has achieved most of its modernization goals—such as meeting grain and meat production targets, improving mechanization rates in crop farming, and expanding rural road and drinking water infrastructure. However, she emphasized that further efforts are needed to raise rural incomes and improve social services, as reflected in the comprehensive data table she presented.
She also reviewed progress in meeting carbon emission reduction and methane action targets under the 14th Five-Year Plan, highlighting measures such as improved manure and waste management, biogas production and storage, the development of high-yield and low-emission crop varieties, investment in renewable energy in rural areas, and reduced use of chemical fertilizers.
During the discussion, Prof. Xia explained how proposals are collected, processed, and integrated into Five-Year Plans. When asked about challenges and priorities for the upcoming 15th Five-Year Plan, she noted that the final details are yet to be released but expects an increased focus on smallholder income growth and access to social services. She also anticipates further updates on green agricultural development, while acknowledging the challenges of implementing binding emission control rules and promoting green technologies, especially among smallholder farmers.
In response to audience questions, Prof. Xia addressed topics including food security, land prices and land policy, and the “vegetable basket” policy. She noted that COVID-19 had no significant impact on overall agricultural production and food security. Finally, she agreed with audience suggestions that new guidelines on healthy diets and nutrition could be incorporated into the 15th Five-Year Plan for both health and environmental benefits.
