China’s 15th Five-Year Plan for Agriculture and Rural Modernization (2026–2030) outlines a security-oriented, technology-driven strategy to modernize the country’s agricultural sector and rural areas. This report provides a chapter-by-chapter analysis of the plan, highlighting key policy targets, indicators, and their implications for stakeholders in China and abroad.
The plan prioritizes food security, grain production, rural incomes, green development, and modern rural infrastructure while promoting advanced technologies such as improved seeds, smart machinery, biotechnology, artificial intelligence (AI), and digital agriculture. For foreign companies, the plan offers opportunities in areas including seed innovation, biological inputs, cold chain logistics, and AI, but it also brings challenges — from increasing localization requirements to stronger competition from Chinese firms.
