On 24 July 2025, the People’s Bank of China (PBoC) and the Ministry of Agriculture and Rural Affairs (MARA) jointly issued the Opinions on Strengthening Financial Services for Rural Reform and Promoting Comprehensive Rural Revitalization. The document sets out comprehensive measures to align financial policy with rural development goals, emphasizing reform-oriented approaches, improved financial supply systems, and more efficient allocation of resources. The guidelines highlight the role of finance in driving rural modernization and supporting the national strategy of building a strong agricultural country.
Investment focus
The Opinions call for greater financial input into key areas of rural revitalization:
1. Food security: More credit resources will be directed toward major grain-producing regions and high-standard farmland, with additional financing for water conservancy projects, seed industry innovation, and modern agricultural machinery. Loan maturities are to be extended to stabilize livestock and aquaculture industries.
2. Rural industries: New financing models for specialty agricultural products, supply chains, and value-added processing will be promoted. Financial support will also target new business models such as leisure agriculture, rural tourism, and green transformation of agriculture.
3. Rural construction: Infrastructure financing will expand to include roads, cold-chain logistics, renewable energy, elderly care, and childcare. Credit will also support improvements in rural living environments, ecological protection, and county-level urban–rural integration.
4. Rural governance and digitalization: Measures include financial products for cultural tourism integration, credit points systems for community governance, and digital finance solutions to strengthen e-government services and smart agriculture.
Investment mechanisms
To ensure effective delivery, the Opinions emphasize the following mechanisms:
1. Diversified instruments: Use of bonds, equity investment, fund trusts, and financial leasing in addition to traditional credit. Local governments are encouraged to pilot interest subsidies and bundled “treatment + industry” projects for environmental improvement.
2. Collateral innovation: Expansion of pledge financing to include agricultural facilities, inventories, livestock, and ecological resource rights such as energy-use, water-use, and emission rights.
3. Inclusive finance: Continued differentiated support for counties lifted out of poverty, microfinance for smallholders, and entrepreneurship guarantee loans for returning migrants.
4. Policy coordination: Encouragement of banks to issue special agricultural, microenterprise, and green bonds, and support for enterprises issuing rural revitalization bonds. Mechanisms such as risk compensation, loan interest subsidies, and credit guarantees will mobilize additional financial resources.
Institutional reform
The Opinions stress the need to optimize the rural financial service system by:
- Encouraging development and policy banks to expand medium- and long-term credit for rural revitalization.
- Strengthening the role of state-owned and joint-stock commercial banks in county branches.
- Advancing reforms of rural credit cooperatives and township banks.
- Improving credit authorization and management standards to prevent over-lending and enhance efficiency.
Why it matters
The document underscores that rural revitalization is central to China’s modernization goals and that finance must act not only as a passive provider but as an active enabler of reform. Rural lending has already expanded significantly, with rural loans totaling 38.95 trillion yuan by mid-2025, but structural mismatches remain — particularly for smallholders and emerging enterprises in central and western regions.
By expanding credit flows, diversifying financial tools, and strengthening governance mechanisms, the Opinions aim to unlock rural resources, reduce financing bottlenecks, and ensure that agriculture, rural areas, and farmers gain greater access to the financial system.
