Bio-Security Law of China

The National People’s Congress Standing Committee of China voted to adopt the law on October 17th, 2020, according to Xinhua, and it will come into effect on April 15th, 2021. The law has been proposed in the wake of COVID-19 outbreak to prevent similar future events and strengthen biosecurity in the country. The law consists of 10 chapters. This law along with the “Environmental Protection Law”, the “Agriculture Law”, the “Wild Animal Protection Law”, the “Regulations on Entry and Exit Animal and Plant Quarantine” and “Regulation on Agricultural GMO’s safety” will complement China’s efforts to safeguard its biosecurity. With regards to agriculture, chapter three of this law specially provides further regulations on import and export of animals and plants as well as improvements of early warning and reporting for potential outbreaks and bio-risks in agriculture, especially for animal farming.
