China’s seed sector has seen rapid development in the past decades, turning the country into the world’s second largest seed market. Yet, industry fragmentation and limited innovation capacity mean that China lacks competitiveness in the production of high-yield, high-quality commercial seeds.
This study looks at the structures, institutions, and regulations that shape China’s seed sector and gives recommendations on how Sino-German cooperation can help strengthen the sector.
