Document No. 1 – the first policy document of the year – has traditionally been dedicated to agriculture and rural issues. The 2022 edition of the document underscores the paramount priority that self-reliance in food production has gained in recent years against the backdrop of COVID-19 supply chain disruptions, climate change, and geopolitical uncertainty.
The text calls on policymakers to prevent rural regions previously declared free from poverty to relapse into economic hardship. Promoting new progress in rural revitalization and the modernization of agriculture are again top priorities for the government in 2022.
