Founded in 1950 the Heilongjiang Fisheries Research Institute (HFRI) of CAFS – 黑龙江水产研究所 is the earliest and only national freshwater fishery research institution in the northern region of China. It is located in Harbin, Heilongjiang Province.
HFRI focuses on the Heilongjiang Basin, the Three North Regions, and the cold water resources areas of China. The institute is dedicated to fishery technology innovation and the high-quality development of the fishery industry. It primarily conducts research in freshwater fisheries, especially cold-water fish. Its research areas include public welfare, basic research, applied technology research, and solving key scientific and technological issues in fishery development.

- Freshwater fishery germplasm and genetic research
- Resource survey and conservation
- Ecological environment survey and restoration
- Breeding of new species of farmed animals
- Breeding and epidemic prevention technology
- Aquatic product quality and safety monitoring
- Fishery production emergency research
- Aquatic technology achievement transformation, demonstration, and training
Currently, HFRI employs 141 people. The institute has established scientific and technological cooperation with over 40 countries and regions, including the United States, Russia, Finland, Belarus, Lithuania, Japan, South Korea, Mongolia, and Taiwan.
In addition to its core research activities, HFRI is committed to fishery resources and environmental protection in the Heilongjiang Basin. It conducts research on fishery resources, the value-added release and evaluation of indigenous fish, the restoration of salmon spawning grounds, and the development and utilization of germplasm resources. It also provides technical support in water resources protection, water conservancy project environmental assessments, and other related fields.
The institute contributes to industrial development and supports fishermen through its participation in the “Belt and Road” initiative.
