The China Center for Agricultural Policy (CCAP) at Peking University – 北京大学中国农业政策研究中心 was established in December 1995 at the Chinese Academy of Agricultural Sciences (CAAS) and later operated under the Chinese Academy of Sciences (CAS) between 2001 and 2015. Since 2016, CCAP has been affiliated with Peking University (PKU) as part of the School of Advanced Agricultural Sciences (SAAS). Led by Professor Jikun Huang, CCAP is dedicated to research and education in agricultural economics and rural development.
CCAP has a faculty of 60 full-time members, many of whom have studied abroad and contribute to a core team of leading academics. The center is distinguished by its empirical, field-based research, which produces high-quality survey data through direct observation and systematic rural fieldwork. Its experience in survey design and data collection has made it a leader in generating reliable data for analyzing trends and challenges in rural China. CCAP regularly organizes international collaborations and training courses on innovative methodologies to advance its research capabilities.
The center frequently invites foreign scholars to give lectures, ensuring its researchers stay up to date with global developments. Seminars by domestic and international economists cover a range of topics relevant to CCAP’s work, while distinguished scholars are invited to lecture on economic theory, policy analysis, and applied economics. As a major think tank in agricultural and rural development, CCAP maintains strong connections with key decision-making bodies in China and international organizations, allowing it to influence policymaking in agriculture and rural development.

- Agricultural Science and Technology Development
Focus areas include agricultural innovation, productivity growth, policies on biotechnology and ICT in agriculture, and climate-smart agriculture. - Agricultural Production and Market
Research covers structural changes in production, farm management, agricultural pricing and subsidies, marketing chains, fiscal support policies, trade, socio-economic impacts of climate change, and decision support systems for agricultural policies. - Resource and Environmental Economy
This program focuses on efficient and sustainable use of water and land resources, grassland protection, pollution control measures, and climate change adaptation strategies. - Integrated Rural and Urban Development
Research includes improving rural education and human capital, rural healthcare policies, land tenure systems, urbanization, off-farm employment, rural governance, fiscal policy, and inclusive rural transformation.
